Lewis suggested that chemical reactions involve the transfer of electrons from one atom to another, establishing molecular bonds. These electrons can appear in different configurations: a full outer orbital means an unreactive element (e.g. noble gas), but an outer orbital missing one electron (e.g. chlorine) is very reactive.
